I understand the concern behind the law that the rapidly moving signs can be distracting to drivers, but these businesses are paying for the advertising and have the right to get their message out. And to get that out to as many people as possible in a short time frame.
I agree, the lights can be very distracting, especially at night. However, these business owners are trying to make a buck. Let them have all the blinkity, blink that they want
