I think that some of these people seek out these positions to take advantage of these opportunities to lie, steal, cheat, ect.
They are in positions where it is so easy to do something bad, but they don't realize how much information is available to get themselves caught! Thank god there is, otherwise we (as a country) would be in big trouble!

This is just one more example that makes me want to leave this country.
Unfortunately this happens more then we actually hear about.
